Recognizing the need to provide public transport facilities to the people of unserved semi-urban and rural areas, the Government introduced the “Mini Bus Services Scheme” to be operated by private individuals from 1997. Considering the benefits of this scheme, Government modified this scheme in 1999 enabling operations of mini buses in the rural areas for a total distance of 20 kms, with an overlapping distance not exceeding 4 kms on the served sectors. Thereafter the Government considered the need to draw up a Comprehensive Scheme to operate Mini Buses by solving all administrative and legal issues so as to provide bus facilities to people of villages/hamlets/habitations that have a population of 100 or more families so as to reach the nearest Bus Stand of nearest Town where adequate bus services are provided to various places without any restriction with reference to the rural and urban areas. In this scheme mini bus routes should be viable and not more than 30% of the route length should overlap on any existing served route.
